It's actually complete. ANN says there are 26 episodes because "12 Half-Hour episodes/blocks (22 minutes) were televised (13 created), each half hour block concisted of 2 short episodes." . If you actually want to know a conclusion of the series then read the manga because the anime does not extend through the whole manga.
