I downloaded it to see what you might be talking about, and I don't think anything's wrong with the video or your codec pack -- the movie certainly has a unique visual style to it, not at all typical.
I only watched about the first 3 or 4 minutes, but it seems to be working just fine, at least here.

Damn, i hope i'm not spamming but... i was just wondering aftering watching this ova, is there another ova out there because no way can that be the ending of this anime! I don't believed it so i hope there is another ep. out there somewhere! Please let me know! ^^
